In a shocking turn of events, the City of Ekurhuleni's legal system is facing a crisis of integrity. The Head of Legal, Kemi Behari, has been suspended for an alarming reason: failing to hold the top cop accountable. But what led to this decision? And why is it causing a stir?
The story begins with the suspension of Julius Mkhwanazi, the Ekurhuleni Metro Police Department's (EMPD) high-ranking officer. Mkhwanazi was implicated in a scandalous contract with Vusimuzi "Cat" Matlala, a notorious underworld figure. This contract allegedly granted Matlala's private security and medical businesses access to the city's official blue and red lights, a clear abuse of power.
Here's where it gets controversial: two years ago, the Independent Police Investigative Directorate (IPID) stepped in. Their investigation revealed that Mkhwanazi had no legal authority to sign any agreements on behalf of the EMPD. The contract with Matlala's companies, Cat VIP Protection and Medicare24, was deemed fraudulent.
IPID's recommendation? Disciplinary action against Mkhwanazi. Yet, for over two years, silence. No action was taken, which raises questions about the efficiency of the legal department.
And this is the part most people miss: Ekurhuleni spokesperson Phakamile Mbengashe confirmed that Kemi Behari is one of the officials accused of neglecting IPID's recommendations. The city, however, claims it's an interim measure to maintain integrity and good governance, not a disciplinary action.
