Philippines Extends Rice Import Ban: Impact on Farmers, Prices, and Supply Explained (2026)

The Philippines is extending its ban on rice imports until the end of the year. This decision, approved by President Ferdinand Marcos Jr., aims to stabilize the prices of locally produced 'palay' (unhusked rice). But what does this mean for consumers and farmers? Let's dive in.

Agriculture Secretary Francisco Tiu Laurel Jr. announced the extension, explaining that the initial import ban, which was in place from September 1 to October 31, had a limited effect on retail prices and supply. However, it significantly impacted the farmgate price of palay. To give you some context, the import ban was initially implemented through Executive Order No. 93 to combat the sharp decline in palay prices, especially before the wet harvest season.

Before the import freeze, palay prices in major producing provinces like Isabela and Nueva Ecija had plummeted to as low as P8 per kilo. While the ban did provide a brief price lift, the gains diminished as the moratorium neared its end.

Secretary Laurel also noted that over-importation and poor-quality harvests, compounded by unfavorable weather conditions, had depressed farmgate prices. Reports from the Department of Agriculture (DA) Regional Rice Program showed prices peaking at P16.50 per kilo between September 8 and 12, then easing to P13.50 by September 15 to 19. These prices were only slightly above the production cost, which ranges from P12 to P14 per kilo.

And this is the part most people miss... The farmgate prices were still below the P17 per kilo floor price for wet palay that the DA is targeting, following Marcos’ EO 100, which authorizes the DA to determine the palay floor price for government procurement.

But here's where it gets controversial... Some groups have suggested that the government should gradually increase the tariff on imported rice to 35 percent. This raises questions about balancing the interests of local farmers and ensuring affordable rice for consumers.
